In 2001, he graduated from the Moscow State Law Academy.

In 2005, he graduated from the post-graduate department of the Institute of State and Law of the Russian Academy of Sciences with a PhD degree in law.

From 1999 to 2002 Savva Shipov worked as a specialist of the State Legal Department of the Ministry of Federal Affairs, National and Migration Policy of the Russian Federation.

From 2001 to 2002 – an expert in the working group of the Commission under the President of the Russian Federation in the preparation of proposals on the division of powers between the federal bodies of state power, bodies of state power of subjects of the Russian Federation and local self-government.

From 2002 to 2007 – worked as a lawyer, head of the legal department, deputy director of the NGO "Center for Legal Support to Local Government."

From 2006 to 2008 – the expert of the interdepartmental working group on federal relations and local self-government of the Commission under the President of the Russian Federation on the improvement of public administration.

From January 2010 - Director of the Department of State Regulation of Economy, Ministry of Economic Development of the Russian Federation.

From 2011 to 2016 – head of the Federal Accreditation Service.
In June 2016 Savva Shipov was appointed deputy minister of economic development of the Russian Federation.
