I have extensive experience in practical management of small and large professional teams, preparation and implementation of policy papers, large-scale programs and projects.

Since October 2017 I am the director of the National Center for Digital Economy, Lomonosov Moscow State University.

Founder and CEO (1998-2017), Institute of the Information Society. Earlier I worked in the library sphere for 12.5 years, having passed the way from an ordinary employee to the deputy director of the Russian State Library (RSL); during 1996, I managed the RSL as an Acting Director.

I actively worked with a number of authoritative Russian and international professional bodies and organizations and have numerous business contacts with Russian and foreign colleagues; I was a speaker to and an organizer of several dozen workshops and conferences, including major ones and those with international participation.

I was an active participant of preparation and holding of the World Summit on the Information Society as part of the Russian delegation and subsequent annual WSIS forums (2001-2016).

I am the author of more than 150 publications in professional publications (domestic, foreign and international) on the problems of library science, information society and digital economy, more than 70 of them are scientific. Among the author's and editorial works there are books and collections of articles. Since 2001 I am a member of the Union of Journalists of Russia and a member of the International Union of Journalists. Since 2009 - editor-in-chief of the scientific and analytical journal "Information Society", included in the list of journals recommended by the the Higher Attestation Commission of the Ministry of Science of the Russian Federation as a place to publish scientific and research articles.

I was educated at the Maurice Thorez Moscow State Pedagogical University (now the Moscow Linguistic University) and at the Higher Library Courses under the RSL. I raised my professional qualifications in many countries of the world, in particular at the University of Illinois (Urbana-Champaign, USA). Candidate of economic sciences.

I have a government award: the title and badge "Master of Communication".

I speak German and English fluently, I know the basics of Italian and Latin.
