Boris Mikhailovich Glazkov was born on August 11, 1981 in Moscow.
He graduated from the Moscow aviation Institute with a degree in Applied mathematics in 2004.
In 2009, he received a diploma in Psychology, completing his studies at the Institute of psychology of RSUH.
From 2002 to 2004 worked in FGUP "ATOMINFORM" of Minatom of Russia as an engineer.
From 2004 to 2009 he was an employee of FGKU "Military unit 71330" (Moscow), whose activity is mainly to ensure public order and security.
He has many years of experience in the field of information and communication technologies.
From 2009 to 2011 he worked in the Federal migration service of the Russian Federation. At first he was the head of the technical expertise Department, and since July 2010 he was the Deputy head of the Department-the head of the information strategy Department of the information management of the FMS of Russia.
In March 2011, he moved to the Ministry of communications and mass media, where he worked as Deputy Director of the Department of state policy in the field of creation and development of e-government.
In 2012-2013 he headed the Department of technical development and information security of the company "Universal electronic card".
Is an employee of JSC "Rostelecom" in 2013, in 2015 the head of the Centre for strategic innovation, the company was responsible for strategic analysis and development of perspective directions of business in the conditions of globalization and digitalization of economic and social processes.
Directs the direction of "Smart city" Interdepartmental working group under the Ministry of communications of Russia on the preparation of the draft Federal program "Digital economy".
On July 18, 2017, Rostelecom announced its appointment as Vice President of the company. From now on, he will develop and implement strategic initiatives aimed at Rostelecom's leadership in building a digital economy in Russia.
